This study aims to fully understand the implications of expected coal industry growth. In terms of population, labour force, regional services and infrastructure requirements.

It will be conducted in two stages:

Stage One

Full quantification of future growth based on take-or-pay contracts and other committed major projects.  Identification of simple model for ongoing forecasting of growth impacts.

Stage Two

Analysis of impacts of growth and development.  Critical path recommendations for infrastructure improvements.  Identification of demand for support services.  Considerations for land use planning.
